My experienc is that Arizona considers your car to have no value. I pay an annual $10 VLT on each of my old cars. Other fees bring the total to $20.14 for one year or $32.64 for 2 years. Thats Pima county, Maricopa may be a little more. I brought a BT7 into Arizona from Wyoming a couple of years ago. I can't find the old paperwork but I think there was an additional nominal title transfer fee. If you buy from a dealer in state, it's another (mucho more $$$) ball game.
Bad news is that 67 requires emissions test. The gov signed a change to the law more than a year ago that will exempt anything more than ? years old that is insured through a collector car insurance company. I heard a rumor that it will go into effect the first of next year but I wouldn't count on it.

Ask around and find one of the suburban MVDs that are not as busy. I go to one here in Tucson that I can get in a short line 10 minutes before they open and be out in 20 minute. Don't go around the noon hour. It's the busiest time of day and the clerks take lunch breaks without substitutes.
