MGB Rear Rebound straps and shocks

I have my new rebound straps from StrappingLad (the nylon strapping type not rubber). My car had no straps when I got it, and all the pictures online show them with the car raised. I have not seen what position straps are in when the car is on the ground. I have two questions: Are the straps taught with car on the ground, or somewhat loose? Right now my car is still on the jack stands and obviously the axle is hanging down with no retention. This brings up the second question. I have new rear shocks. Do I, first, need to get the car on the ground and then, second, install the straps before jacking it back up and installing the shocks? If there are no straps I imagine the old shocks are holding the axle up.. don't want to harm the new ones by putting them on with no straps in place. I have tried lifting the axle with a jack but that just lifts the car off the jack stands.

Straps should have some play when on the ground. Here's a picture of one with tube shocks:

I had read online that the rebound straps could only go on after a load of 300lbs was applied to drive the rear end down. This is absolutely not true and written by someone who probably put on new springs. I was dreading this job and it turned out to be a 20 minute piece of cake! Had the car on jack stands, took off the rebound strap nuts (luckily none were seized) and used a jack to push up one side of axle at a time. The straps went on no problem. I guess you have to be careful what you read!
