horn works!! horn doesn't work !!!

Well I'm getting a good beep with ignition off but nothing with ignition on. I was hoping that my new fusebox would make a difference but no such luck. It would seem I have more of an electical issue rather than mechanical. Any ideas would be appreciated!

For a WAG, I'd look at the grounding for the steering column. Should be a jumper at the rubber union in the shaft, plus a ground wire attached to the plug on the rack. If either one is missing, it can cause strange problems with the horn.

For a more methodical approach, I'd check the voltages at the horn relay (assuming this is not a 69 TR6 without a relay) with the key on, and see if anything is out of place. Should have 12v on the purple wire that goes to two terminals. Grounding the terminal with the purple/black wire should make the horns sound. If so, the problem is that the horn button is not grounding the purple/black, which leads back to the steering column ground.

Ok, this is your issue. While the key is off, the steering lock pin is grounding the column, therefore the horn works. While the key is on, the steering lock pin is withdrawn, so the column is not grounded anymore. It's gotta be one of two things; One: The little wire (or lack of one) that connects the upper and lower steering columns or, the gound wire bolted to the steering rack.

Ask me how I know this... It took my days to figure it out.
