Keeping it simple:

What is a good brand, good size, and good priced unit?

Oil or Oil-less?

I'd like a stand up unit I can stick in the corner and wheel around easy.

Should you always turn off the unit and release the air after each use and while storing?

I have a small oil-less pancake unit. Good for small jobs, lug nuts etc. If you intend to do things like sand blasting or extensive sheet metal work, look for a larger capacity unit. plus 30 gallons or more.
Probably would be best if it can deliver 5-7 CFM. I leave the pressure in the tank although I turn it off after each use. I crack the relief valve open in the bottom of the tank so it can drain water. Get an air drier unit for the air output, keeps water out of your tools. Mine is a cheap unit. But I have heard decent reviews on compressors made by Ingersol Rand. You might also consider Sears as there as stores everywhere. You might want to consider putting it in a corner and running pipes on either side of the garage with connectors at strategic points. You may find it easier to just move the hose rather than move the unit, heaver than you think.

Asking what compressor to buy is difficult to answer without specifics... like asking what car to buy.

What do you plan to do with the compressor? Inflate tires and short-term use of air wrenches (like number6 mentions - removing lug nuts), or do you plan to use air tools? Is noise an issue (if it is, you're basically out of luck unless you can afford a screw). Painting needs dry oil free air. Air tools just need air.

My story, as an example: A buddy gave me a small 1-hp piston type. I used it three times to run an angle grinder... spent 75+% of my time waiting for the compressor to build pressure. In frustration, I gave the small unit to another buddy (with explanation that it was good for filling tires and not much more). I went bought a 5 hp IR compressor, 9 cfm at 90 psi. Now I can run said angle grinder (and DA sanders, etc.) 100% of the time. I love the compressor and use it a lot.
