Before you plunk down money for new carbs, I'd suggest loosening up the carbs enough that you can remove the linkage. Check to see if it isn't bent or has some kind of abnormal wear. Then I'd check the "attach" points on the back carb, and lube up all the pivot points. Again, I use ProGold - a bicycle chain lube for the pivot points on the carb linkage. Put it all back together. If it is still binding, you've got another issue in play.
Also, if the carbs are way out of sync with each other, that could be causing the binding, but you'd probably notice that with some really poor driveability issues.
