I noticed when I mounted the windshield on my 1960 model TR3 it was more of a loose fit that I had expected. I ran the screws in and it seemed to tighten okay but I was wondering if a packing of some sort is missing?

No packing or gasket that I know of. When I first fitted the windscreen (post 60k style), things didn't line up so good, so I loosened the screws between the stanchion and the glass frame and was able to get the stanchions to line up to the body better. I then tightened the stanchions to the body and then carefully tightened the glass frame screws. I was surprised on how much slop there was when I loosened the frame screws and the stanchions then just fell into place. It might work for your situation.
