I'm not familiar with that tach, but if it's stuck at anything other than zero, it's not an electrical connection problem.
An electronic tach is essentially just an analog voltmeter with some electronics to change the engine speed into a voltage. Such meters are actually fairly delicate, and it doesn't take much to jam them. You might be able to fix it, but probably you're looking at a new tach.
'Course, it might be something simple like the pointer rubbing on the dial plate. You might try taking it apart and seeing if it's anything like that. Nothing to lose.
