TR2/3/3A Rear drum brake noise, Why??

Went on a rally with UBSCC today. Great drive up in the mountains. The car ran well, but braking had a noise. The rear brakes are vibrating when I step on the pedal. If I pull the E brake, there is no vibration. Makes me think the rear is not getting enough pressure to the cylinders, but here is some more info:
1. All new brakes , new master, new cylinder, new shoes, new lines and flex hoses.
2. I turned the drums on my lathe, seem to work well but was rougher than typical drums. Can this be the issue?
3. I pulled one of the drums and there was a lot of brake dust, but nothing was hooked up wrong.

So my thoughts at this point is to get the drums turned so they are not so rough. Any other ideas?

Just a thought, might work : file a chamfer on the leading edge of the friction material. Rubbing some crocus cloth around the inside of the drum would probably help too.

Don't see how the problem could be lack of pressure. They should be smooth no matter how lightly you step on the pedal, and of course the force at the shoe should be proportional to the force at the pedal.

Springs were holding the shoes tight when I pulled off the drums. these are the larger brake pads and drums and it was a tight fit when I first put them together, but since everything was rusty, there is even new springs on the units.

I have experienced the 10 inch drums being tight also. Some of the more refined brake shops will arch the shoe to fit the drum better. If not and like suggested by Andy the cylinder might be lose. Those 3 little clips have to gone on just so to hold and that might do it.
