If I read this correctly, the wheel would wobble when rotating. With new hubs, I assume the wheel is old and not true. I noticed that the wheels do not fit correctly to my hub:
when I squeeze my left rear wheel, it is not perpendicular to the hub (wheel hub are new)
If wheel hubs are new, suspect they are incorrect for the car. Do you have any old hubs to measure and compare?
Looks as if you are going to be looking for new wheels if the splined hubs are new, where did you get the hubs from? and how old are the wheels. Look inside the wheels and try and see if the splines are pointed or worn in any way compared to the splines on your new hubs.
If the wheels are not true to the hub then that will certainly give you scuttle shake, look no further.
