TR2/3/3A TR2 Horn Mounts

Good Morning,
On a TR2 the horn mounting bracket mounts to this perch, one on each side. I am working on a car that doesn't have these, someone in the past bolted the horns to the shelf below the original mounting point and stacked a bunch of nuts as a spacer to raise the horn for clearance. The horns vibrate terribly. Was there ever a car that didn't have these from the factory, or would they have been removed by someone in the past?
Also, if I may, the owner of the car remembers some type of straps between the body and the spare tire cover panel. They would allow the panel to hang below the body while accessing the spare, maybe holding it just off the ground. On each side there is a forward facing pin at the bottom of the latch anchor that could have been the upper mount point for such a strap, but I can't find any pics or other info on them. Did something like this ever exist?

No to both. The spare cover straps must be aftermarket...and a great idea!

My tr2 horn mounts look just like the one in your picture above. Are you saying your car does not have those square pads with the diagonal holes? Strange they would be missing, but there were no cars delivered without them.

Thank You for the info! Correct, the car does not have the square mount pads with diagonal holes. This car has been off the road for something like 30 years, and has gone through a full restoration. Not my car, still owned by the original owner. I have been trying to work out the last bits to make it roadworthy. Somewhere in the process, before the paint job, those mount pads got removed. I have an idea that I can size a couple aluminum blocks to replace them. I have a couple ideas for the spare tire cover straps as well.

I'm guessing that sale is in the midwest? The car is completely back together at this point, fresh paint, fresh everything. To re-install the original mounts would be a significant undertaking (as in Huge!). But Thanks!

I looked at some of these little guys yesterday and if I were faced with the situation you are in,
There is a solution. Metal bonding epoxy would easily do the job, leaving just a very small touch up
area around the bracket (which had been painted beforehand). However it would require some
craftsmanship and cunning.

As much as the epoxies are capable of, I'm not sure I think they would hold up given the weight placement of the horns to their mount position. I hope I'm wrong, or stubborn, but I'm looking at a more positive, solid mount substitute. Here's a pic of what is on the car now, Driver's side. You can see the stacks of nuts used for spacers. The horns vibrated so bad we thought the bumper brackets were loose.

Perhaps a more 3 dimensional approach is called for. I would plug weld the bracket
from the inside of the apron so that the only burned paint was inside the wheel arch
Leaving just the bracket to be spotted in of brushed touched.(and some undercoat)
My offer stands.
