TR4/4A Soft Brake Pedal

I have a soft brake pedal on the 4A.
Have replaced everything from the m/c to all the brake
components. There are no leaks in the system.
Is this just natural for these cars ?
Bled the brakes 3 times; last with no air bubbles.
Bench tested the m/c.

If you pump it, does it eventually get harder? Are the rear brakes adjusted properly -to almost drag? With the car up, can you spin each wheel and press the brake to see it stop? I don't think "soft" is normal, but perception differs among individuals.

I was just going through some old TSOA newsletters and spotted this advice:

Springiness of the brake pedal can have other causes than air in the system. Flexing of the pedal lever, of the pedal mounting, or of the master cylinder mounting is not uncommon and can be seen if looked for.
Other causes not so readily seen are: badly fitted linings, warped or otherwise distorted shoes, maladjusted shoe steady posts [these were only on a few TR3s, not TR4 AFAIK], and deflection of the brake drum. This last fault is uncommon although still not unknown.
