Yes those pulleys can really get stuck. It sounds like you have the pump assembly off and if not you can usually just push down on the belt to hold everything while you loosen the nut. You can also use an air wrench and just give it a quick blast to loosen the nut because you do not want to strip the center stud by running the nut off to fast. Once you get the nut off clean the area up good and squirt some super stuff down on the key way from the front. If it is stuck on real bad, you are going to have to use a puller and a spacer to take up the distance of the stud and just take your time. In addition you might try some tapping with a hammer, but not hard enough to damage or scar the pulley. Just hit it hard enough to get a harmonic vibration. Sometimes you have to purchase a new pump and pulley. If that is the case, I would probably buy them from that guy in Idaho.
