TR2/3/3A TR3 No Start...Again. Help?

Yes it sounds like you need to get the fuel and choke corrected. If you do not have a good way to clean plugs like a bead blaster, I would get 3 sets of plugs and inspect the old plugs for carbon deposits and fuel fouling and change them out and clean them as needed. Until you can get some engine running time and driving time, the engine adjustment will not be fine-tuned. You should be able to keep the idle high and go around the block or something while you get close to the proper adjustments of fuel mixture, idle, timing, dwell and do not forget to cold set the lifters. I set them at 10.00 cold
 
It's either fuel or spark.

Pull a plug out, then reinstal it into the ignition wire. Lay the metal exposed part of the spark plug against the engine block so its touching and crank. You should see a bright spark jump off the end of the spark plug to the ground (the part where you "set the gap"). DO NOT hold onto the wire to maintain contact with the block unless you have a very well insulated set of pliers...the spark will go through you, it's quite a jolt.

If you've got spark its highly likely its fuel related.
