Retractable Seat Belt-Mine has been eaten

Was having issues with shoulder belt locking up and not coming out due to angle it was mounted at. Bracket behind seat had twisted so that it wasn't quite level and I had to put Bugsy in a nose up attitude on an incline in order to get the seat belt lock to release so I could pull out.

So to make a long story short, I unbolted the retractor to tighten the right angle mounting bracket and the retractor has eaten the majority of my belt and doesn't want to give it back. Varying angles doesn't seem to help. Any solutions.

There is some sort of adjustment wheel with a big arrow on it says align arrow with arrow on side of retractor. What is the purpose of this adjustment wheel? And other than tossing the whole thing out and getting another set of belts got a solution.Since 99% of the time I am the only driver of Bugsy, I just may try to swap passenger belt and see if I can make work at least for this weekend.
 
The arrows on mine are supposed to be pointed up.
 
Well got it to release on the bench but now struggling to get reinstalled and working. More fiddling in order. Swapped out those flat 11/16 sized bolts for something in same thread and taller so socket can get a grip on it.
 
OK trick is to align big arrow on side of retractor so it is straight up and down, Adjustment knob must point and align with big arrow and tightened down so it does not easily rotate. Now to reinstall the back of the top. A typical LBC "fiddley bit" thing to adjust.
