I will try to clarify the cryptics of the tire specification. 7 x 15 means a 7 inch wide width at the tire interface and 15 inch in diameter at the rim outer circumference. In other words, the tire should be 17inches wide at the bead and 15 inches in inner diamenter. 205 is a measure of the tires girth as it sits inflated off of the ground and 70 is the series of the tire. As sthe series goes down from 75 to 60 or insome cases less, The tire will become smaller in outer diameter and usually larger in tread width. 15 is once again the inner diameter of the tire and I will have to pass on the 95V.
