Yes, as Poolboy notes, given the fuel level in the gas tank is higher than the carbs, the needle valves are all that stands between the gas tank and the fuel bowls, and they're maybe not up to it.
A maladjusted float height (most likely), leaking needle valve, a "sunk" float" or a combination of these issues could cause this.
