I've never understood the reason for torque specs on fasteners using castle nuts and cotter pins. The two just don't go together. I think you did it about the best way you can, tighten to spec and then back off until the first slot aligns and installe the cotter pin. The pin size isn't too critical, it's just there to keep the nut from rotating and there isn't much torque if any. The bolt can't rotate because of the clamp bolt in the shock arm. Looks like you're ready for many miles of fun.
