Wedge TR7 PI Relay ECU etc locations

Here's what is happening. Without the relay in and jumping the brown power wire to the light green and white & green wire (goes to the fuel pump motor) the pump runs.
I took the cover off the relay and plugged it into the harness then turned the key on. The one side (I think the right side) of the relay made contact. Then turned the starter on and the other side made contact. Hummm, maybe one of the circuits in the boards is bad?
 
sounds like the relay coils are ok... based on the diagram on one of the above posts, its acting as I would expect. either wiring is mixed up or the contact on the second part of the relay is not making good contact. Did't someone above offer one?
