Judging by the new lower ball joint in 545, there is work going on and maybe the tie wraps and clamp are to hold the taper on the tie rod end still so it can be tightened.

On YouTube search for "just rolled in".... Tie wraps are an above average repair.
 
I have seen that done at Solo/Autocross events.
