I'm fairly certain those fish are Asian silver carp and the
location is probably a river in the good old U.S. of A.
They can grown to like 60+ pounds if they are the silver carps.
The fish are attracted by the outboard engine prop noise.
The silver carp are a pest and quickly push out native
fish. I believe they were imported years ago in a failed
attempt to grown them in farm ponds.
