In going thru "Triumph Sports Owners Association" handbook, I found a fuel level check in carbs-- with dash pots off-- hold jets in rich position--fuel should not flow over tops of jets. If it does, adjust float levels to 1/2".

This is The first time I ever heard of not being 7/16". It is true that gravity makes the level in the float chamber equal the level at the jet. If it is not nearly up to the bridge, adjust it the other way, starting at 7/16".

The visualization of gasoline level in the jets is not the same thing as setting the levels of the float forks with the tops off the bowls and the tops inverted for insertion of a measuring rod.

Yes, the fuel level seen at the jet correlates to the float level. It should be below the top of the jet, or it will run down the manifold and flood the engine between runs. If it is too low to be seen, then it will result in lean hesitation. It is merely a double check for the correct float setting.
