go to cnet.com and search for jpeg resizers and they should have a few good options. I've been using batch image resizer for doing batches of photos for the web.
I've got lots of good suggestions for the Mac, but that's not too helpful here, I'm sure. Seem to remember that Google might have one as well somewhere.
I seem to remember the the MS paint program will do some basic resizing, but can't really remember.
Get Imageresizer.exe and install. Then, right-click on any inage as you browse your computer with Windows Explorer and righ-click then select "Resize Image". It will allow you to make a resized copy.
