Assuming this is the grommet, is there any reason why you couldn't use a very thin cord/string in the "slot," cross them, feed the ends and the assembly through the tonneau panel and then pull down on the strings to feed the bottom of the grommet through? Kinda like fitting a windshield rubber seal....
 
Put # 16 in a pan of hot water, then use some dish soap on it. Should go right on.
 
Cosmetics departments sell what they refer to as 'orange sticks' which are bamboo rods used for finger and toe nail work. Stronger than plastic, cheap and easy and disposable.
All o-rings, seals and such I use gas/oil resistant lubricant.

Do you have a picture of your metal filler? I was looking through my spare parts and the 2 spare gas caps/fillers that I have don't have anything like that.

Been working on the Bugeye and MGC, so nothing to report here.
 
Definitely, nothing like that on the 2 spares I have and I'm pretty sure that the one on my first TR4A didn't have one either. Odd...

I have two like this - maybe TR6 items?

One on the left was on the car <span style="text-decoration: underline">without</span> the rubber gasket.
