Try SIR TOOLS Part #9030 $57.10 11 piece set. Also has a smaller Astro brand set for around $20.00. If you need one PM me,but you should be able to find them locally.
 
If the concern is scratching... I have made some similar tools out of 12g copper wire (like house wiring with the insulation off). Can be fashioned into hooks with rounded tips. The wire is soft but the hooks are pretty stout if kept short. Getting that piece warm (heat gun/hair dryer) might help in addition to lube.
 
Aren't you installing that onto the body first before inserting the gas cap into it and the hose connecting the cap to the gas tank?

That was my thought also. Remove the old cap assembly from the car, fit the seal to the body, insert cap through the new seal and tighten the clamps. No pick needed.
 
I would check with your local craft or hobby shop or a shop dealing with radio controlled cars, etc.. They would be dealing with similar situations, and may be even able to help with ideas for making something that could work.

I have found them to be invaluable sources of information, and they are kinda like car guys of old - they love challenges and problem solving.

Hi guys - my metal filler has a circle on it that locates the rubber connector and it won't fit past the fitting in question. In addition to this it seems like they would be handy for fitting/removing trim.
 
I don't know about you .But that Avatar freaked me out for a minute.

You know I thought the EXACT SAME THING... just for one min it was like it never happened.
