SII E-Type Heater Box

I would like to rebuild the heater box in my E-Type. Interior is rusty, seals are shot, spring between flapper and cable is missing and core is probably clogged up. My manual says the first step is to drain the radiator and block. Is that really necessary? It looks like the heater core may be slightly higher than the radiator.
