We checked my toe-in by taping a piece of heavy string to the back of the tire at the mid point and stretching it out straight to the front of the car making sure the string hugs the front of the rear tire at the midpoint. On the right side of mine, by the time the string reached the front tire, it was out from the front wheel almost 5 inches and that was why my steering wheel was always off-center to the left. A few shims and the problem was cured.
