removing rear fender

I am trying to remove my rear fender to fix some rust, and cant get to the bolts on two bolts over the wheel arch. They look like they are behind the top mechanism. Am I going to have to pull the convertible top off to remove the fender? The cat is a 66 bj8. Any help would be greatly appreciated.
 
Did yo get this bolt? You actually access it from the wheel well, not the interior.
 
Yes I have got that one, its the ones in front and to the rear of that one that are giving me fits. At the very front/top from inside the wheel well I can see the thread end but cant find the head. The one towards the rear has a nut inside the wheel well, I can turn it, but it seems like it is free spinning and I cant find the other side of it.
 
Yeah that one to the rear is a rear bugger. It is nestled behind the drain channel. I haven't done this with the top installed so... If you are a contortionist, you may get a 7/16" wrench in from the back side where the arch slopes back down. Slide it in behind the drain channel and turn the nut from the outside until you can seat the wrench. Then loosen the nut. Kinda sounds like a two person job. I can't remember off hand where the front one is other than what you see in my previous photo where the hole is (to the right of the marked one).
