TR4/4A Rear Bolts for Wheels

Looks like no peening & no threads - pressed in from behind with an interference fit. Obviously, hub has to be separated to do this.
 
Correct. They are modern knurled lug bolts that are machine pressed or pulled into a re-drilled hole. You might be able to do this with the axle attached but it would be awkward and mine we separated to replace bearings already.
 
Regarding the installation of interference fit studs (such as chevvy with "splines" on the bolt), the hub may not have to come off. If the studs can be started from the rear, you can pull them into place with a lug nut.
