Flexing probably is opening up cracks in the Rust Encapsulator. It's a good product but I doubt it handles the flexing well. If you try POR or Rust Bullet you shouldn't have that kind of problem. However, I would think that for POR to do a good job on leaf springs you would need to disassemble them, paint the individual parts, and reassemble the leaves with a layer of something (and grease) between them. Otherwise you certainly would scrub off the coating no matter what the POR literature says.
