I have a PVC valve (application unknown) generic. it has an arrow on it. To what is the arrow supposed to point to.

Probably flow direction. Blow in each end of the valve to determine flow direction. One side should flow easily, the other should stop as soon air pressure hits. Air should flow from the valve cover to the carb, but not vice versa.
 
ok then the arrow points to the carb.??

if i suck on one end then it draws freely ( the arrw pointed at me)

if i suck on the other end it draws freely and then stops when i draw harder (arrow pointed away from me)

No i thought (dangerous thing, i know) that the pcv draws from the valve cover Accept under high manifold vacuum conditions. correct me if my theory is flawed.

Arrow to the carb, Mark. If it were the other way, crankcase pressure would keep it constantly closed. And think what the flame path would be in case of a major backfire.
