So does the screw get turned right or left to increase the oil pressure? I'm guessing right to increase the pressure on the spring but I'm not sure...

The only time this come into play is to adjust the MAX oil pressure which should be 70psi. My TR3 only reaches this when the oil is cold. It will have no affect on warm oil unless your engine is new with tight clearances.
 
Setting this adjuster doesn't increase the oil pressure. This is the setting where (if the oil is cold as Bill noted above), the bypass, loaded by the spring setting, will open and prevent the oil pressure from going higher than 70 psi. If the bearing clearances in your engine are worn, and you never get more than, say 50 psi, then the adjustment will never function.
