Thanks to everyone for all the input.
I've been out of the country for the last three weeks and only arrived back home late last night.
Just before I left I had time to purchase and install a cheap regulator on my 'B'. I dialed the pressure down from ~4.5psi to 2psi. A 1.5psi setting on the cheap regulator turned out to be ~2psi of real pressure.
With limited testing time before I left, it seemed that the reduced pressure was the key to most of my problems(no more leakage or extremely rich conditions on restart of a warm engine)
Before I left on my trip, I ordered a new EGR valve and the ColorTune kit. Both arrived while I was gone. I plan on installing the EGR and then adjusting the mixture with the ColorTune and seeing what happens from there.
