I have a permanent magnet alternator on my 57 Tiger Cub. It's garbage. There is no possibility of voltage regulation at all. (regulation of output means regulation of field strength, but as you said, permanent magnets) Voltage rises with engine speed. On the Tiger Cub, I have installed a very large 14V zener diode which grounds everything above 14V. It requires a large cooler.
On MY race car I don't think I want to generate power just to dissipate it with cooling fins.
