Is there supposed to be a weld under the rear axle?

It isn't a very clean weld. It's on both sides of the frame, in the same place. I suspect that the rear end may have come from a different vehicle, possibly due to the rear end being damaged from an impact (which also might explain the fiberglass rear fenders). The forward rear spring perch is also bent a bit. Actually, the frame around the spring perch is what's bent.
 
I believe the weld is as original. The frame was originally rolled from sheet metal; and instead of trying to bend the result to get that upward curve, they apparently welded two sections together. The weld is even used as a reference point in the frame dimensions diagram in the workshop manual.

Of course that doesn't necessarily mean yours hasn't been "cut & shut", only that the weld doesn't prove it has.
 
Agree, mine is also constructed per Randalls schematic i.e. it has the welds.
