Well, that was easy.
On my harness there is a black ground that I assumed should be connected to the fuel guage. With that wire connected and the sender hooked up it make a short. With it disconnected things work as they should.
Whats even more odd is that the gauge is grounded through the mounting bracket. Well, at least it works now.
On to the right turn signal.
