Looks like the forward air filter, looking down towards the turnsignal/brake light relay. I presume that's an identifyer tag on the wiring harness.

I'm not convinced the car in Post 12 is a low mileage car. So much paint has worn off of the engine and accessories I wouldn't be surprised that it came off the tag as well.
My restored 100 has a lot more than 5000 miles on it and it looks a lot better than this car. And it has been a driver for several years without much attention paid to the engine paint.
