I'm installing my hubs on a new Denis Welch Racing stub axle. All new Timken bearings. When I fit everything together with no shims and tighten the castle nut to 40 ft/lbs, I am unable to move the hub. If I tighten to about 20 ft/lbs the hub moves freely with no end float. I don't see any issues with the hubs and the bearing races are fully seated. Is it acceptable to install without shims and only the 20 ft/lbs as long as I can get the cotter pin installed or am I doing something really wrong here? I'm a little gun shy about destroying the new stub axle given the price of a new one.

You're not doing anything wrong, you just need to add shims until you get excessive end float, noting the total shim thickness. Then measure the end float and remove shims until you get the nut tight and no end float. Good detailed info on page 248 of the Bentley manual.
