TR2/3/3A Axle shaft end float

I'm sorting out a few things with my TR3A rear brakes, and was wondering about checking the axle shaft end float. I'm not finding it clear in the manuals that I have if I should tighten down the castellated nut (#69 in the pic below) to spec first and then measure? I assume so, but want to be sure before I crank things down in there.

I was in the brakes because I could hear something rubbing intermittently. Turned out pin and spring washer that holds down the top brake shoe in the center was missing from both rear brakes. The spring clip was was still stuck in the drum assembly, but the pins had long since wandered off. New ones on order.
