Fans do vary, but as I recall, Hayden does not recommend their 12" as sole cooling fan for a 2.2 liter motor. Perhaps moving less air for their diameter is the reason they aren't as loud?
Also, IMO a properly sized fan shouldn't run very much. In reasonable ambient temps (ie less than 100F), I only needed mine in stop-n-go traffic, or the first stop after getting off the freeway.

FWIW, I used a 16" Hayden. I could hear the noise if I listened for it, but generally it was unobtrusive.
