In general, Yes.
It is best to set the carbs as a series of jobs, though:
Set the idle speeds with the carb connections removed, so that each carb is pulling exactly the same. Then re-connect.
Set the flats 3-1/2 out on both carbs.
Warm the engine and turn the flats EQUALLY until you get the highest rpm...then open 1 more flat on both.
Now go back to setting the idle speed, as it will have changed, and repeat the steps again until you have perfectly equal draw, perfect idle RPM, and one flat rich of highest idle.
