TR2/3/3A A TR3 plug check left to right 1234...do I lean out front carb a couple of flats?...turn down correct?

In general, Yes.

It is best to set the carbs as a series of jobs, though:

Set the idle speeds with the carb connections removed, so that each carb is pulling exactly the same. Then re-connect.
Set the flats 3-1/2 out on both carbs.
Warm the engine and turn the flats EQUALLY until you get the highest rpm...then open 1 more flat on both.

Now go back to setting the idle speed, as it will have changed, and repeat the steps again until you have perfectly equal draw, perfect idle RPM, and one flat rich of highest idle.
 
Lean out #1 crab, richen #2 just a touch you are after a brownish hew, not white.

I took off the air filters and back plates to get a better view for adjusting. Saw that the front carb choke return spring had fallen off probably on carb installation. I bet that's why that carb was running rich. Going to replace the spring go for a drive and see if that resolves the carbon build up on the front two plugs before having to adjust. I will rich the the rear carb a half flat. Karl
