Thanks guys for the fuel filter issue. I check the fuel pump seems to be working fine. I can't seem to get that sluggish movement figured out it almost feels like the car is doing the cha cha.I double checked the ignition timing the dizzy gap is good I did start fussing with the carb mixtures on the 175cd zs It seems even when i completely rich them out when i lift the piston it almost stalls as if they are too lean ? Thanks

When you say "turning the valve down" what exactly were you doing ?
The air valve should not move one bit or you will tear the air valve diaphram.
And in order to enrichen the mixture you must turn the allen wrench clockwise, which raises the needle.. If you went counterclockwise..oh oh .
Please explain.

Sorry for the confusion I am turning the allen wrench clockwise which is raising the needle to the point where will not turn anymore but when i lift the carb pistons 1/16 up as noted in the bentley manual the engine wants to stall out as if it is too lean of a mixture?

The carbs used in 73 were unique in a certain respect.
73 was the first year that an anti runon feature was incorporated into the carbs' design..and I have a feeling that the design to accomodate that feature was problematic from the beginning because in 74 a new design came out and remained unchanged until the very end in 76.
I've worked on enough of the 73 carbs to say..it's a common problem.
If your "vent valve" looks like this that may be the problem particularly if the problem you describe happens at idle and during the transition form idle to accelertation.

See if you can blow air into this nipple when the engine is not running..you should be able to with no noticeable resistance:
