Stock cam at sea level..the engine should be happy enough at 17 or 18 in Hg.
That being said don't try to shoehorn your engine into a specific # if it's not happy there.

Sounds about right to me, assuming you still have the original vacuum retard in place and working. It deliberately retards the ignition timing at idle, which in theory reduces emissions. The late timing is why you get a low vacuum reading.
Without the retard, should be up around 18 as Ken says.
