TR6 1973 TR6 vacuum reading

Sounds about right to me, assuming you still have the original vacuum retard in place and working. It deliberately retards the ignition timing at idle, which in theory reduces emissions. The late timing is why you get a low vacuum reading.

Without the retard, should be up around 18 as Ken says.
