OK, time for some cranberry lessons. (I grew up in "The Cranberry Capital of the World") Cranberries grow on vines, like groundcover. They don't grow underwater or in water. The old style of harvesting is called "dry harvesting" No water is involved and there is nothing to support the weight of the cranberry scoop other than the person doing the harvesting. It was tough work. Dry harvesting is still conducted today, although with machines the harvester walks behind.
The more modern method is to flood the bogs and the berries float to the top of the water. A harvesting machine goes through the bog and knocks the berries off the vine which remain floating on top of the water.
The berries are corralled using booms and then vacuumed up into waiting trucks:
