Actually "drove" my project out of the garage yesterday to clean up and make some new space. It's been so long, I've forgotten where the clutch should disengage / engage. It seems to be fully engaged high on the pedal but there is plenty of pedal free play at the top. I would say the whole process takes place in the last 30% of pedal travel. Does it have anything to do with the slave push rod adjustment? Or, is this normal for an old TR3? The components were "almost" new when installed.

My "action" is about in the last 30% too. I wouldn't say it has a lot of freeplay though. When I think of "freeplay" I think of pedal moving but the master cylinder piston does not. My piston starts to move almost immediately...at least no more than 1/2". I think you are referring to freeplay as the distance before the clutch starts to release. If you are referring to the latter, then your clutch sounds about normal to me.

Some freeplay is certainly normal, and it can be hard to tell when the slave piston starts to move (which I would include in freeplay). To me, a properly adjusted TR clutch is very similar to more modern hydraulic clutches (eg Miata).
But if you are concerned, it certainly can't hurt to check the adjustments. Freeplay at the MC pushrod is only supposed to be .010" for early cars with the pedal stop, but wear usually makes it much larger without the stop.
Slave freeplay spec is 0.100" on cars with Girling hydraulics.
Added together IIRC that comes to around 3/4" at the pedal, more without the pedal stop.

FWIW, I added the stop bolts for the pedals to be able to fine tune free movement (early cars had them, later ones still have the holes for them):
