BJ8 vent window collar fused on

I need to take my vent window apart to install new seals. The collar seems to be fused on the pivot. I think they are intended to be separate parts but time has fused them together. I've used all typical techniques to pull it off (penetrating oil, heat, big pliers...) I don't think the pivot and collar are made anymore unless someone gives me a lead.

Any thoughts? Wondering if I can find a collar in the hardware store with a set screw or similar because I think I need to cut the collar off.

The collar looks like it could be zinc. It seems to be softer than steel. I'll get it super hot and see if it slides off. Thanks
 
If it is zinc, or another 'soft' metal, it might have been cast in place (which is why it won't come off). If you get it 'super hot,' it will likely melt.
 
It certainly looks like a separate piece in the Moss catalog and it would have to be loose to dis-assemble the vent window. I may have to cut it off and find a new collar with a set screw.
