I would start by taking a look at the float height setting, on a TR6 you can remove the 5 screws that hold the bowl to the carb body in situ (upside down though)
If you're careful then you can actualy check the height of the petrol in the bowl when you remove it.
I would guess though that the carb would have to be flooding badly to have the symptoms you've got in which case you should easily see/smell raw fuel.
Does it have the adjustable needle assembly, if so something could be screwed up there.
 
I think I got it figured out. if I turn the distributer and crank it ,I can get it to run for about 30 sec. then without moving anything it wont start from the same place,but will start more advanced. I had plans to buy a pertronix dist. this week anyway.I also got GREAT NEWS today.my brother has a friend in california that got rid of his tr3 and tr4 and is sending me a box of stuff. one item... yup new carbs;~}. heading off to sedona this afternoon touch back next week.thanx all.
