XJ12 Horns

I have a '74 XJ12, and the horn does not work. I was troubleshooting the circuit, but I ran into a problem, I can't find the horns. THe service manual says they are on the lower right of the block, but I looked and there's nothing there. I also can't seem to remove the horn relay from where it's mounted, the bolts just spin and don't come out. Any ideas on where the horns are, or why the relay won't move?

Try looking under the front bumper, depending on the model year the horn can mounted in various different places. on some models the horn was moved from the engine bay and bolted to the under side of the front bumper due to heat from the engine causeing the plastic that the horn was made from to crumble.
As for the relay, sounds like rust has been at work so I cant offer any suggestions apart from try, try, try.
