Would a bumper cause a vibration

with my TR8? I know the bumper has developed a droop and I remember the story of the bumper being designed as a hormonic balancer?

What do you think
 
The irony about the convertible bumpers harmonic design is it was meant for the TR7 which came out first and had all the vibration/handling issues. I have never had any issues with a TR8 with the rubber mounted bumpers and vibrations. It has just been the sag that looks like crap. Typically owner would toss the bumper and go with a coupe bumper that bolts directly to the frame and has a flusher fit on the tip to the body recess.
 
It droops to the front, looks like it needs botox and a tuck. It has become much more noticable over the winter.
 
I'm in the middle of R&R'ing a coupe bumper now. Any one know the size of the screws on the bottom that hold the cover on?
 
Mine ALL broke off and I need to drill them out and retap. I need the shank size.
